Axis Powers Hetalia is a wacky cross-cultural manga/anime comedy that imagines the various nations involved in World War II as very cute boys.
Now that both TokyoPop and FUNimation have picked up this fan favorite series, several cosplayers, including this trio, paid tribute to Hidekaz Himaruya's satirical series.
